An attached round, cardboard cutout saying "HAPPY NEW YEAR!" dangles from the bottom. The chandelier easily hangs from any ceiling with attached hanging cables and sturdy cardboard frame, and is lightweight, so it can be hung from light fixtures or ceiling fans.
